Locked path tool

Hello,

I'm new to GIMP and I have an issue...

Often, my tools are locked. Currently, it's the path tool that is locked.
Whenever I click on it and try to use it on my layer, a "No Entry" symbol appears and I can't do anything.
Why?

What mistake did I make?

On the same layer, I had previously drawn a path, but since it didn't work out, I just deleted the path, but now I can't start a new drawing.

    Good evening,

    Have you gone to Edit --> Preferences --> Tool Options --> Reset options to default values, clicked OK, closed, and then restarted GIMP?
