In Excel 2016, I can't get my cells to gradually fill with a color based on percentage using data bars.
Once in conditional formatting, what should I do?

to have a gradient color bar based on the cell value (bar proportional to the entire data set with the maximum for the highest value):
You can refine the presentation by clicking, in this small window on: "More rules"

- select the field
- conditional formatting
- and simply select: "data bars"*
- in the attached window that appears, choose your color.
