No, you cannot select the line because it is a paragraph border.
In principle, the corresponding color is a color that is part of the theme color palette. So logically, if you want to work correctly, you need to modify the color palette:
Design tab => Colors: hover your mouse over the palettes and you will see the line change. You can keep the palette used and just modify that color.
If you want to mess around instead of working correctly: select the paragraph above (the document title), then under the Home tab, Paragraph group, click on the dropdown arrow of the Borders button and then on Borders and Shading. And there you can manually change the color (among other things).
