.de corresponds to a "German" site, but this indication doesn't mean much, since it's possible to host a German site anywhere in the world, and obviously, to hold such a domain name without being German at all...
And even if the site is really German, it's possible to send an email with a .de extension from anywhere in the world.
In short, it gives an indication, but one that is absolutely not reliable. :)

I don't know who is handing out -1s, but I'm giving +1 because I use this method of non-traceability, wherever I am when I post on CCM, it comes from my office...
