Send a message on an Android phone from the network

Hello,
After extensive research, I found the simple way via /msg in the cmd prompt to send a message to a computer on the network (or to all) via the IP.
On this network, on WIFI, I have my ACER phone running Android 5.1
Via cmd: /msg 192.168.0.25 (IP of my mobile according to the settings), it informs me that the target does not exist or is disconnected.
How can I go about getting this message to my phone?
I am on Windows 7 Ultimate.

Hello,
This type of message does not work on systems that are not Windows or MS-DOS.
Then, the command is: net send (IP number) message
