Keyboard is flashing and not working!!

Hello,

I have an old desktop PC that I am in the process of repairing.
When the computer starts and gets to the safe mode, the 3 LEDs on the keyboard are flashing (not a USB keyboard) and nothing happens; I can't access to format the PC via a USB drive.

I tried with another USB keyboard, but the LEDs never light up even though the keyboard works fine.

What can I do?

    Good evening,

    This isn't particularly a keyboard malfunction; rather, it's an indication of a disorder in the PC's operation... Something is wrong..

    -- We should start the PC with the hard drive disconnected.. to see if there is the same keyboard LED issue..??

    -- One very likely thing is that the motherboard battery has become too weak, if it hasn't been changed.

    -- Normally, without a hard drive, we can also enter the BIOS and see what displays... It's a start toward proper functioning...
