Good evening
I have locked my iPhone 4 (forgotten passcode)... it is therefore disabled.
How can I reactivate it without losing my data (especially my photos) please?
I should mention that, unfortunately, no backup was made beforehand...

I think the best way is to go to Apple so they can reactivate it for you, but do you remember the password now?

Done. They reminded me of the news about the US wanting to resort to this manipulation on the iPhone of a major terrorist! So, it's impossible according to their data protection policy for their clients... They advised me to check forums and other online help.

Ah okay, so you lost your password or just entered the code too many times. Otherwise, the only way is to reset the phone if you know your iCloud code, of course.

This iPhone was not linked to iCloud... what should I do then? If I'm here, it's because I've tried everything and I'm hoping for a final solution to unlock it without losing my photos...

As you said earlier, if you've lost your password, it’s not possible to unlock it without resetting the smartphone. You even mentioned that they couldn't unlock it due to the whole story of the Apple smartphone being impossible to unblock.
