When someone makes an assertion, it's generally because they know what they're talking about (at least for me), and precisely because I have already done this for several groups (while keeping the group link): after removing all the members and unsubscribing from the groups myself, I pasted the URL and I got an error page: "Sorry, this content is not currently available. The link you followed may have expired or the page may only be accessible to an audience you are not a part of." I clarify that this group had to be secret, not private or public.
Then a creator can only delete this group in this way, knowing that there is no button to delete it (apart from hiding the group).
A group that no longer has members and no admin becomes a "free" group that anyone can take over. I've already done it.
To my knowledge, only the creator can delete a group.
