Mouse scroll wheel issue

Hello,
For some time now, the issue has been that when I scroll the mouse wheel, I move the screen slider, but to move it down, I turn the wheel. The slider starts but then goes back up, and I can't move it down unless I click on the slider while holding the left click. To scroll up, the wheel works normally, but not for scrolling down. Thinking it was my wireless mouse, I switched to a wired mouse. Same problem. I conclude that it might be an issue with the USB driver or something else. I changed the USB port, but there was no change.
If you have a solution? Thank you in advance

Configuration: Windows 10 Google Chrome browsing on Inspiron 17

Hello
If you push your scroll wheel on your page, can you scroll up or down your page without using your wheel, by simply sliding your mouse up/down?

Yes, when I press my scroll wheel, the mouse pointer turns into a round symbol with 4 small triangles pointing right, left, up, and down, and when I move my mouse, it transforms into a dot and a diagonal arrow either pointing down or up.
