How to convert a JPEG file to a PDF file?

Hi,
How to convert a JPEG file into a PDF file? For example, a diploma with logos and everything to send to HR.
I have Windows 8.1, Word 2013, and a Canon MP495 scanner printer that doesn't offer me many alternatives when scanning.
This, if possible for free.

    Otherwise, with an image viewer + its plugins: IrfanView available here:
    https://www.irfanview.com/
    (in the menu select "Download" then the host)
    Its plugins:
    https://www.irfanview.info/files/irfanview_plugins_440_setup.exe

    With this software and its plugins you can save any image as a PDF

      Thank you, but since the video call, I can't follow the indicated route. I don't have a saved proposal under. The second address is too complicated, and the third one???

        The first link I gave you, you shouldn't read the information on Visio, but rather on WORD!
        You go to File > Save As... then in the file name you enter the name of the file and in "FILE TYPE" you select PDF.

        If the second link is "too complicated", forget the third one as well.
