Undelivered message

Hello, I was talking to a friend on iMessage and there was always the message "delivered". But since this morning, I can't send him anything; I have a message that says "Not Delivered" in red with an exclamation mark.
This is the only person I have this issue with, and I think if you block a contact, you don't get that. I tried restarting my phone, but it doesn't work.

So I don't know if it's the person who made a setting for me to get this message, but I don't see what setting would do that since without an internet connection, the message still goes through without the delivered - and if blocked, I think there is still the delivered.
Or if it's my phone that's bugging, and if I need to wait or do something

Hi, indeed if your contact blocks you, you still have the sent message.
If "not delivered" appears, it indicates that your message cannot be delivered to your contact. This could be due to various issues on their end (disabled number, blocked subscription, operator change). The easiest way is to call them.

Thank you :)! A friend tried to call him privately and it rang; that means the number is still active, so it could just be a temporary glitch?

Re, yes this may be due to a temporary bug, especially since some Apple services have had issues this week.
