Hey guys, after a week of trying lots of things for my little problem, I'm reaching out to you.
My problem:
When I'm online, sometimes pages stop loading, as if the internet cuts out. I sometimes have to wait a long time before it starts working again. Safari is buggy so I switch to Chrome: sometimes it also has issues, otherwise it works but I have the same problem after X minutes.
Just so you know:
I still have the same problem, I'm starting to wonder if it's my Internet Service Provider's fault. (Again, I want to say)
I'm on a MacBook Pro, still on 10.7.5 (maybe I need to update?) and this really happened suddenly, I didn't have slow internet before that would have tipped me off.
My problem:
When I'm online, sometimes pages stop loading, as if the internet cuts out. I sometimes have to wait a long time before it starts working again. Safari is buggy so I switch to Chrome: sometimes it also has issues, otherwise it works but I have the same problem after X minutes.
Just so you know:
- When I toggle the Wi-Fi on and off, everything works again like magic before it bugs out again.
- When I play online games, there's no issue, no cuts (same with streaming videos - I don’t notice any problems there).
- When I use Frozenway, everything is fine (well, no, it's suuuper slow, free subscription of course but it works!).
- I cleaned the computer with CCleaner.
- I used ClamXav which found an infected file that I properly removed.
- I reset the PRAM and NVRAM.
- I forgot the network/reconfigured it as if it was the first time.
- I turned off the box for 30 minutes.
- The network at my university works perfectly without interruptions.
I still have the same problem, I'm starting to wonder if it's my Internet Service Provider's fault. (Again, I want to say)

it does indeed look like an issue related to the ISP.
Try checking like this:
go to System Preferences / Network / Assistant / Diagnostics...
When the "Network Diagnostics" application is in the Dock, right-click to ask it to stay in the Dock.
Then, whenever a problem like this arises, launch "Network Diagnostics" from the Dock and see if all the indicators are green. Often when the ISP fails, the last 2 indicators are orange or red...

I think I found the issue.
When pages on Chrome stop loading, the browser suggests running a diagnostic and I got an error code related to my DNS. So I replaced my DNS and since then everything is almost fine.
I feel like there must be a problem either with the computer, the operating system, or the ISP because sometimes certain pages freeze for 10 seconds (when they are loading) and then load completely, and sometimes the pages load in 1 second but the most important thing is that they eventually load and 10 seconds for some pages isn't the end of the world.
There you go.

Sometimes - but not always - I get a message saying that if I want to open the requested page, I need to refresh all the other open pages.

I've tried disabling the cache (after clearing it), but that doesn't solve the problem.

Indeed, I remember that around the last versions of OS X 10.9, and at the beginning of OS X 10.10, I was experiencing incredible slowness with Safari. To the point where I started to become accustomed to using Firefox. (However, I never received any message asking me to reload my tabs).
Since I still find Safari really convenient in several ways, I continued to use it primarily.
And, it’s actually this discussion that makes me notice, for quite some time now, I haven’t had any slowness in Safari. Quite the opposite.
So I wonder if it’s simply that Apple has fixed existing bugs in the versions right before mine, which is 8.03 and yours?
Try comparing under another user session… if you have one :)
PS: It should also be noted that I use the Cookie software, which is set to automatically delete all web data from the browser (except for favorite sites) as soon as I close a browser. This keeps Safari, Firefox, and such… clean - (I also have Adblock installed and Ghostery, which blocks a lot of stuff.).

I also try to prioritize this browser, much easier now that I can color the tabs: that was my biggest issue, the really minimal distinction between the active tab and the others.
However, this new problem might force me to go elsewhere because it's really annoying.
I also have Adblock and I regularly clear caches, cookies, or others manually. Clearly, that's not enough. :-(
I'm considering investing in Cookie.
And I'm going to try on another session: it's not so simple because the problem occurs completely randomly, and sometimes I can surf for a while without anything going wrong. I monitor the Activity Monitor; Safari's web content fluctuates between 5 and 10% of the CPU, and then all of a sudden, it skyrockets just when trying to open a new tab or refresh one!
By the way, it often (but not always) happens after waking from sleep.
And is disabling the caches useful or not? I don't notice any difference.

Sorry, I started preparing a response about this issue, CPU usage by Safari... but haven't had the time to finish it yet :)
Specifically, I also encountered this issue and tried several things to understand and fix it. I believe it was the last step that worked...
First, I tested on a "clean" user session... but with the same extensions installed, it was perfect, but only for "a certain time"; it seemed like the time needed to fill the caches... not really conclusive, therefore.
So, I disabled all extensions, the browsing was a bit faster, especially because Ghostery wasn't blocking some trackers anymore, and Adblock wasn't stopping certain ads from displaying. (Some sites hesitate to load if ads are not allowed...). The result wasn't really conclusive. I should mention that I have very few extensions: 1Password / WOT / Adblock / Ghostery. That's all.
However, I noticed that I often got a connection error message due to Apple's WebkitPlugin, and sometimes some pages stayed blank. I then did something radical: I blocked this Webkit from accessing the ports requested every time there was an error on that side. I think that's when it started to work smoothly. Since then, if I have a connection problem with a site, I first disable the firewall to see if it works; if it does, I know I need to inspect and review my rules; if it doesn't work, I re-enable the firewall with its blocks.
Today, there's no more CPU overactivity and no slowdowns, with a firewall like this:
I use Little Switch as my firewall. (the old firewall from Intego was great, but not anymore today).
Here's the result:
=> Right-click to open in a new tab, if the image doesn't open with a simple click...
We can see that the Safari notification Agent is not responding... I would say that’s a good thing... :-)
I should try to reopen those ports, just to "see", to check if it's Safari that Apple has fixed, or if it's my settings that are causing it... I will do this test under another user session
In any case, today, under my usual session, everything is running smoothly... :)

And the connection issues are always temporary: sometimes it really lags, but in the end, I never have trouble accessing the pages once they've recovered from their whiteness!
Except, of course, on certain sites that won't display until we disable the ad blocker, but that's another story.

I have to say that I'm in a nearly "clean" session.
And in Safari's preferences, Top Sites is not selected as the new tab or new window.

However, I’m a bit perplexed because in Safari’s Preferences, I can't find anything regarding the bookmarks bar. The only place where I was able to change anything about Top Sites is in New tabs open with.

However, following your instructions, I went back to 10.8 to check... and as it is an external hard drive on which I had just installed a fresh OS X 10.8, but intentionally left untouched after installation, I hadn't even done the latest updates specific to OS X 10.8.
So, I just saw that I don't have Safari 6.2.3, but 6.05. This could confirm the idea that there is a problematic "Safari series"...
I’m not up to date... may shame fall upon me :(

It confirms, in any case, could confirm, what I was saying earlier when I mentioned memories of Safari's slowness issues in the "early" days of Yosemite and the "end" of Mavericks. This end of Mavericks might also include the end of Mountain Lion. I don't remember daily usage of Safari on an updated ML...
I think as long as you stay on ML, there won't be any more changes to Safari.

I don’t feel ready yet... especially since I still haven't decided to upgrade my old Leo to SL... and now Dropbox and Skype are going to completely disable their apps on it! :-(
Is there a way to revert to the previous version of Safari using Time Machine? Probably, but with which files, that is the big question!
Now that everything is working (kind of), I’m really hesitant to dive into Yosemite which, from what I’ve been reading here and there, isn't unanimously praised...
With a ML clone, would I be able to reinstall them afterwards after testing Yosemite?

For Yosemite, I just received an email from Apple inviting me to install the beta version 10.10.3
(since I was enrolled in the beta testing program for the first Yosemite version, I am still on their list of "testers")
Before diving in, I back everything up. I'll see afterwards. All this to say that indeed it’s better to wait. A significant change will be, it seems to me, the disappearance of iPhoto and Aperture in favor of a new all-in-one software called Photos. But I don't know more yet, as it hasn't been installed yet.
For Safari 6.05, this version is strangely not available on the Apple website...
I'm going to do something, keep this Safari version safe along with its associated files, then perform the update. After that, I will test the differences and possibly the viability of the two versions side by side. I'll update you then.
In any case, going back to ML after switching to Yosemite can be done (I've done it), but it doesn't happen "just like that". You need to reinstall from scratch or re-clone from a clone. If you reinstall from scratch, you then have to manually place the essential elements back...
As soon as I have conducted these tests, I'll give you an update. Not immediately because this afternoon I'll be doing some HIFI test sequences... amplifiers, speakers, players... :-)

I restarted the Mac under 10.8.5, and I updated Safari to 6.2.3 and also a security update. But that's it. Then I tested for a while. I must say I didn't encounter any slowness issues. Occasionally the processor showed a slight spike in activity for Safari, but just for a few seconds. Otherwise, everything ran very smoothly... (in Safari's general preferences, I had limited the number of Top Sites to 6... I don't know if that changes anything. In any case, I haven't been able to reproduce the slowness I had at the beginning of Yosemite or the end of Mavericks.
Maybe a good cleaning of all user and system caches with Onyx will be beneficial?

The network diagnosis didn't reveal anything. All the lights are green with a message indicating that there doesn't seem to be any problem.
And yet, as I write this, Chrome is responsive but Safari has been loading a page for the past 5 minutes (well, I say loading, it's loading but nothing is happening, it's loading into void).

You need to reset Safari. I don't know if in Mac OS 10.7, this option is still available in the Safari menu. Otherwise, you have to clear the history and website data from the Safari menu and also empty the caches from the Development menu. The menu is visible if you have checked the appropriate box in Safari Preferences.
But I don't lose anything by resetting Safari.
