Formula to fill a cell with color based on condition

Hello everyone, and Happy New Year.

Can someone please give me the formula if it exists, to color a cell based on the value in that cell? Let me explain:

For example, let's take cell A3. I want the following:

If the value of A3 is positive, (>0), then color it green
If the value of A3 is negative, (<0), then color it red

And I would like the negative value displayed in black in the red cell, and the positive value displayed in white when the cell is green. Could someone explain how to do this?
