Hello,
It's possible (only in vsc), and here's how to do it:

1) Go to the second island. If you haven't unlocked it, you can still get there using this tutorial (or another one) https://www.youtube.com/watch?v=ZvGAOa-oFI0

2) Take a helicopter on the second island

Otherwise, in Liberty City, we might be able to with the cheat device
