What is the google services framework?

Hello, I wanted to know what the Google services framework is? And I also wanted to know why when I go to the Play Store it says no connection even though I have Wi-Fi, etc... Thanks in advance!

To put it simply; the framework is what makes the Play Store and other Google services work.
"In computer programming, a framework is a coherent set of structural software components that serves as the foundation and outlines for all or part of a software (architecture)" Wikipedia

And for the Play Store, it’s that your Wi-Fi is blocking Google services, try another Wi-Fi.

Ok, the thing is that I can be on Wi-Fi or mobile internet and I can't access it.
