Replacing a dipole antenna element?

Hello,

I’m not sure if my title is correct, but here’s my problem.
For several days now, I’ve been experiencing signal issues that come and go completely, lasting for quite long periods.
I noticed today that one of the elements of the antenna is no longer aligned and is therefore not parallel to the others.
I haven’t checked closely, but the rod itself doesn’t seem to be broken, just misaligned. So it would be the fixation that needs to be changed, repaired, or simply... "refixed"? Anyway... I would like to know:
- if this moving element (which may move with the wind) can cause this loss of signal?
- if I can put it back in place, reattach it (Is it fixed with screws?)
- and if I were to remove this element, would I receive signals as before, or a bit worse, or not at all, because each element is essential?

I’m asking these questions here because I want to know if it’s worth it for me to go up on the roof, or if the antenna is dead because of this displaced element that must be moving.
I would prefer not to call a professional for "nothing".
