How to create a .cfg file on Windows 7

Hello,
I want to create a .cfg file as I want to modify my Team Fortress 2 game to gain some FPS. So I know where to create this file, but I personally don't know how. I thought I had to create a .txt file and then rename it to .cfg, but that doesn't work because my Windows still recognizes it as a .txt file, and when I try to create a .cfg file, I'm only given the options for a new text file or a new RTF format file. Thanks for replying; I've already looked on the net, but nothing is explained clearly.
P.S.: Sorry, I’m not sure I’m in the right part of this forum.
Configuration: Windows 7 / Chrome 33.0.1750.117

Hello,
To do this, simply create a new .txt file and everything is good so far!
Now, you need to do (once the txt file is filled with the information you want) file / save as
Give it the name you want with the desired extension, for example:
config.cfg
And, before saving, change the file type (just below the name) and choose the option: all files!
There you go, that should be fine.
