Printing issues with the kodak esp-3

Hello, I'm unable to get good prints from my Kodak ESP-3 printer even though the cartridges are new and it receives commands correctly???????

Configuration: Windows 7 / Internet Explorer 9.0

    Have you tried printing? What is the print quality like? Are there any streaks on the print?
