Hello, Do you know of any software/site that would allow me to get a complete list of phone subscribers for a department/city, similar to a directory? This cannot be done from the White Pages site since you must enter either the name or the address. Thank you in advance for your help!

I don’t think you can get it.
The operator can possibly offer you a commercial file of businesses (for a fee), but not that of individuals.

These lists are available from list vendors, but they aren't free.
Moreover, they can be sorted according to criteria.
