Enable shuffle in slideshow

Yes, in both cases it's the Windows Photo Viewer.
But this option is missing in Win Premium and present in Win Starter.
Strange, isn't it?

Yes indeed, I find it strange... If you had told me the opposite, I could have believed you, since Starter has fewer features, but an option available under Starter and absent under Family Premium, I've never seen that. In my opinion, it's not normal, it's a bug.

My searches on Google have yielded nothing, maybe someone else has an idea.
