Format a Linux partition under Windows

Hello,
Last year I was using Ubuntu 11.XX and Windows in multiboot (one Windows partition, one ext4 partition, and one for my data). Since then, I formatted the Windows partition to reinstall Windows. Now, I no longer have the boot option for Ubuntu. I am therefore not using it anymore. I want to format the ext4 partition to NTFS so that I can use it under Windows. I tried booting from a Live CD of Ubuntu, but the partition editor does not correctly detect my partitions (it sees my disk as "unallocated" without partitions).
I then tried under Windows, I downloaded Diskinternals Linuxreader. Indeed, I can see my ext4 partition (as well as the 2GB swap I left) but there is no option to format these partitions. How can I do it?

EDIT: I succeeded through the Windows partition manager ;)
Configuration: Windows XP / Firefox 14.0.1
