Disappearance of the capture tool

Hello, my operating system is Windows 7 64-bit, and for some time now I find the "Snipping Tool" in the recycle bin after each restart of my PC.
I usually place this tool in the taskbar and in the "Start" menu. When I find it in the Windows recycle bin and click on its properties, it indicates that the location of this file has been modified!
I then have to restore it and place it back on the desktop and in the original locations.
When I restart my PC, the bug reoccurs; can someone tell me how to stop these unwanted changes? Thank you for your help.

    Hello!
    To find it: Screenshot
    start->run and type:
    snippingtool.exe
    if that doesn't work:
    control panel->programs->programs and features->turn Windows features on or off
    (left menu), and check the box: optional feature for tablet PC.
    Confirm and then restart->run->snippingtool.exe

    Is that really a shortcut you're placing in the taskbar?

      Thank you for your help, yes it's a shortcut but it's also on the desktop and when the file is moved, Windows only finds it in the recycle bin.

    Do you restore it from the trash or directly in C:\ Windows\ System32\ Snipping Tool?

      I did both, but I don't really like to mess with the registry, so preferably I restore the moved file from the trash to the desktop.

      It's not the registry, remove your icon from the taskbar, also remove it from the start menu (leave the one in Accessories).
      Go to the System32 folder, right-click on Snipping Tool, Pin to Start menu, then double-click it to launch it; once the icon is in the taskbar, right-click on it and "Pin to taskbar."
      Do you do some cleaning on this PC? CCleaner? Malwarebytes? Others?

      Yes, of course, I have CCleaner but I mainly use Fix-it Utilities Pro from Avanquest, which, to be honest, doesn't seem to be the issue; I'm going to proceed with the action to go into system32.

      Here is the manipulation done, I deleted the shortcuts, then from System32 I right-clicked on snippingtool.exe, the icon is no longer the scissors but the image of a file... but it opens; I just have to restart to see. Thanks again.

    Thank you for the interest you show in my problem Phenix 64. To be honest, I haven't tried your solution yet because I managed to reopen the file that I placed on the desktop and on the taskbar by clicking "restore," but I know it will happen again; so I will run snippingtool.exe to see if it executes.
    I will keep you updated.
