Ctrl + T is not working

Hello,
The manual transformation works well when I go into the edit menu with the mouse. But I can't use the keyboard shortcut Ctrl + T. Nothing happens when I use the combination. However, I checked, and the shortcut is still configured.
Does anyone have a solution? I'm not sure if it's necessarily a Photoshop issue, as all the other shortcuts work.

I have some additional details to provide:
When I try to set Ctrl + t as a shortcut for another function, nothing happens. It's as if I'm not pressing anything on the keyboard.
I can change the shortcut for manual transformation, for example with Ctrl + Y, and that works perfectly.
It's the same on Illustrator, the Ctrl + t combination doesn't work.
I think this is an issue with Windows...
Any ideas? :)
Or there could be an issue with your t key that isn't working properly; I admit I'm stuck apart from these two suggestions.
I will check if there is any software I might have installed recently that could be causing this conflict.
Actually, I had configured Ctrl + T in the Skype software to mute the microphone. And even though the "mute microphone" option is unchecked in Skype, it creates a conflict with Photoshop.
Thank you for your help, I wouldn’t have thought to check which programs were open at the same time otherwise :)
