2. Click on View Limits (next to your balance).
3. To lift your limit, click on the Raise Limits link and follow the instructions.

It's an international Payoneer Mastercard, so I don’t know why it’s being declined.

This response is addressed to Rachid. For the Payoneer card, you need to have funds on the card in order to use it with PayPal since PayPal deducts an amount of less than 1 euro when adding a card on their site.
