GTA San Andreas Entry Point Not Found

Hello,
I have GTA San Andreas on PC, but when I try to launch the game, it tells me that the entry point is not found, the procedure entry point ogg_stream_reset_serialno is not found in the dynamic link library ogg.dll.
Even though I have ogg.dll, I downloaded and unpacked it, but this error message is quite annoying to me. Even being quite skilled in computing, I can't find a solution to this problem. It's really frustrating...
So, if anyone has a solution, could they please share it with me?
