How to organize a belote tournament?

Hello,

I am part of a festival committee, and we are organizing a belote tournament as part of the local celebrations.
I have to organize this competition, but I have no idea how to do it.
I have heard about a main tournament and a secondary tournament? Should I create groups, like in a sports tournament, with semi-finals, finals, etc...?

The festivities are next weekend, thank you in advance for your responses.
