Are calls to 09 numbers charged?

Hello,

I would like to know if a call to a 09 number is chargeable. If so, could you tell me how much I will have to pay considering I stayed on the call for about 3 hours?

It's almost free from a landline (fixed line) but seems to be paid from a mobile phone, or might be included in your plan depending on the operator.
