FTP does not transfer files with accents!

The school where I teach has just changed its server, and FTP access is now working very poorly, if at all. WHY?? WHAT TO DO??
HISTORY: before, I configured FileZilla to force UTF-8 and everything worked well, files with accents were visible, readable, and transferable in both directions.
NOW: FileZilla shows me weird characters instead of special characters (accents, etc.) in my file names. I cannot download these files with special characters, nor can I rename them remotely. I can only download these files if I force an ISO-8859 encoding, but the accents have already been replaced.
OFFICIAL REASON (I have to understand that I always need to verify elsewhere what I'm told as the official reason since it's almost always partly false or incomplete). I am told this: "...The new FTP server used is on Unix, using the same kind of protocol as DOS, which does not support accents. (...) There is nothing that can be done about that, the solution is to use "my files" or "netstorage". "
MY QUESTION: For four years everything was fine with FileZilla, and now I have to go back to the USB stick because the solutions they mention are accesses with "file by file" downloads which do not handle accents. IS IT TRUE THAT THEY CANNOT PROGRAM AN UTF-8 ENCODING ON UNIX FOR FTP ACCESS TO WORK???

Ask them if "ssh" access is allowed, it could be more convenient (or at least an alternative) to retrieve your files via WinSCP.
I will ask the IT department about SSH (do SSH clients like WinSCP allow you to handle more than one file at a time or even transfer a directory and its subfolders?).
To force the encoding, indeed, it's in FileZilla. You need to go to the Site Manager, and in the 4th tab of an FTP site that you've set up, check either "force UTF-8 encoding" or check a custom encoding (then you write the encoding in question).
Yes. I just saw that version 4.0 also supports FTP ;-))
For the encoding, we should ask the IT department what encoding is used on the server. They won't be happy ;-))
Uh... why are they not going to be happy? Because I am already out of their good graces. Indeed, it's the law of least effort and "no, we can't." So I don't want to make them completely furious!! In fact, everything has been going well since I arrived (4-5 years ago) and I just want to avoid losing this tool. I'm not asking them for anything new! It's still crazy that in 2011 they were talking to me about DOS that I was using as a kid over 25 years ago with QBasic!
