Impossible sum and fixed cell format

I can't seem to sum a column in Excel or change the cell format. Something seems to be freezing the data. How can I unlock that?

Good evening,

given the CSV origin of your data, perform a Convert "blank" on the column where you have your data to sum.
that should put them back on track.
