Hello, in Pokémon Black version, I won my 7th badge and I went to the Dracospire Tower. I entered and there was a staircase, I went up; Tsheren talked to me, I wanted to go up the other staircase, but I need to move a rock with the move STRENGTH.

The CS 04 Strength will be given to you in Méanville (house to the northwest of the Pokémon Center).
However, you can bypass the rock by simply climbing on the pillars, but do go get it anyway, it will be useful to you at times.
