Remove a contact without blocking it

Hello, I am using Windows Live Messenger 2011 and I would like to remove a contact without blocking them, meaning I want this person to still be able to talk to me if they want, but I don't want them in my contact list anymore. Since there is no longer a Block option in the latest version of MSN, I want to know if deleting them is equivalent to blocking them. If so, how can I unblock them without having to send a request?

1) The "block" function is still present but it is called "allow"
2) Yes, you can delete a contact without blocking them; when you delete the contact, a message appears asking if you also want to block them.
