I'm stuck right before RIVAMAR at the power outage; the character won't let me pass.

What should I do?

    You need to beat Team Galaxy
    Go to Mount Coronet and catch or defeat Dialga/Palkia
    Then you go to the lighthouse and talk to the guy by the twins, and that's it
