Hello,

Everything is in the title: how to move or resize a (blank) selection in Photoshop?

By selection, I mean the "blinking" blank outline obtained with the selection tools:

For example, how can I resize an ellipse on a blank layer that doesn't work for me without having to redo it entirely (very annoying)?

Whether I check "Transform option" or do Ctrl+T, I always run into this message (which seems logical to me but I don't know how to bypass it :() :
"Cannot transform selected pixels because the selected area is empty".

    Good evening
    Once your ellipse is drawn, have you tried doing
    >Select >Transform
    You will then be able to enlarge, move, rotate it... etc
