Found a phone, can I use it?

Hello, a week ago, I found a Nokia Express Music 5800 near my home. There was no SIM card or anything inside; the phone was brand new, nothing in it except for some games that the person must have downloaded. I tried to search for the person but found nothing. I have an old phone and would like to use it, but upon researching, I learned that if the person files a complaint and provides the serial number of the phone or something like that, if I put my SIM card in it and call, the phone will be blocked? And apparently the police can find out who I am; is that true?

    if it is reported stolen, it can be blocked and rendered unusable
    it's a risk that shouldn't be overlooked!

    the best thing is to take it to the town hall or the police!
