The attachments are unreadable

What is the extension of your sent images?
Maybe some people are using Outlook Express and it is blocking them; the simplest thing would be for them to go through the browser and connect to their email account.

As already mentioned earlier, the encoding issues with attachments in Mail are recurrent (and have been addressed many times). Not only do you need to check the box "Always send Windows-compatible attachments," but you also need to place the attachments at the end of the message, with no text following (and keep your fingers crossed). It may also be useful to request that the attachments be displayed as icons (right-click on the image once inserted), and probably set the message to "Plain Text" format. Mail is a hellish thing, you have to deal with it (or without it).

You don't give much detail. But we can assume you're using Mail as your email software (issues with attachments in Mail are common).

Make sure you have checked the box "Always send Windows-compatible attachments" and place your images at the end of the message, with no text following. That seems to be the most promising lead.

If not, change friends or use another software. Thunderbird, in particular, has a very good complex HTML editor and no encoding issues.

I have often encountered this kind of case. The problem has always stemmed, not from Mail, but from the method used to receive these attachments. More particularly the photos.

This almost always happens when the recipient accesses their email via a webmail page, rather than using a dedicated email client.

For confirmation, I have conducted several tests by sending photos to myself. I always receive them perfectly in Mail, Thunderbird, or Entourage. However, using a site, a webmail page, like laposte for example, which I find to be the most dreadful of all, the photos turn into an unreadable string of signs and letters.

Bernard's suggestion, "Make sure you have checked the box "Always send Windows-compatible attachments" and place your images at the end of the message, with no text following. That seems to be the most plausible lead.", is of course correct, particularly "Always send Windows-compatible attachments", but this is not enough when using a web page to receive photos. Especially with large photos.

So, I suggest asking the recipients what receiving method they are using. If these individuals are using a site, then propose that they switch to an email client. (Mail, Thunderbird, Entourage... it doesn't matter..)
