you should definitely not save in BMP! You need to save in JPEG format. You will immediately see a decrease in the size of your photo file.
In the save window (Save or Save As), you need to choose the desired format "Type" (so in this case: jpg).

Well, there is an image of 600x453px with 43 images and another one of 600x400px with 7 images; the first one is 543KB and the second one is 490KB...
The logical explanation is that there is a background and layers, plus perhaps some optimization on one image and whole images on the other with not a single layer. All images except the background can be transparent, except for what is shown on TV --> using transparent layers except for what is on TV and thus a lot of weight saved.
As you can see, the lightest GIF consists of transparent layers (except the background) http://ioj.com/v/s4sez and the heaviest layer is made up only of images http://ioj.com/v/gvstp which easily explains the weight difference despite the high number of images that are shown on TV (actually layers)... ;-)
To do the same work as in the lightest gif, you can do it with the free PhotoFiltre but it's far from being easy even if you know the software well, you can but....... Actually, to do this work correctly, you need either PhotoFiltre Studio (a cheap but paid version) http://ioj.com/v/d9bzw or GIMP (free). If you are using Photoshop Elements as you said, it's done the same way as in GIMP: transparent layers with just the TV images perfectly centered that change with each layer, and since the transparency weighs nothing for each image you only add the weight of a small image.....
