Animes are not made by mangakas. They only have a say in the animated adaptations of their works and also provide advice for fillers.
Mangakas create mangas, Japanese comics, while animes are animated adaptations. The difference is huge and so simple that I can't understand why there's this misunderstanding?
To find out the rest of Raves, there are scan sites, or you can buy the volumes from volume 12 to the end, around volume 30 if I remember correctly. It's just as good, and Fairy Tail is much shorter to read.
