Read DVDs without a DVD player

Bonjour, could someone tell me if it is possible to read a DVD on a PC without a DVD drive? In other words, is there software that allows you to read a DVD without having a DVD drive on the machine?
Secondly, I thought I heard that burning is possible, i.e., burning CDs without having a burner on the PC. If this is true, with what software? How do you proceed? 
Configuration: Windows Vista Firefox 3.5.5

A DVD has multiple layers and therefore requires an appropriate player to read them...

For the second part of the question, I didn't quite understand!
