Borderlands mission issues in Old Haven

Hello,
I have a problem in the game Borderlands. I'm on a mission in Old Haven: "Smoke: It Needs to be Suffocated".
I need to suffocate the 4 columns of smoke that are escaping. So I found an actuator to deactivate one column of smoke, but when I go to where there should be another actuator, there's nothing. I've searched everywhere and I don't know how to find it. It's the smoke from the "Residential Area".

    Hi, so it's very simple, go to each smoke and just below it, there's a lever next to a wheeled engine. You pull it and there you go, the job is done.

    There it is, I found it, you have to look for black smoke in the sky ;)
