My computer restarts because of the mouse

Hello,
I have a big problem,
I normally shut down my computer (start menu --> shut down)
and when it is off and I move the mouse, it turns back on

It's very strange and very annoying..........
what should I do???????

    maybe your PC is older than it is turned off
    check in the control panel / power management... that your actions indeed lead to shutdown

    Is it really turned off or just in sleep mode?

    Because when your computer is OFF, it's only by pressing the button that you can turn it back on... (off = no power...)
