HERE IS THE TEXT
To your attention, dear Madam
We have the honor to communicate with you at the request of Mr. Jean-Claude De BLOCHAUSEN, a French national, regarding the transfer of funds he is about to bequeath to you.
1- The procedure
It consists of opening a bank account in your name at the financial institution where the funds will be temporarily held, followed by an international wire transfer of these funds to your final bank account in your country or anywhere else in the world according to your wishes. As soon as you receive this message, I would like you to send me some information about yourself, namely:

I take the liberty of sending you this message to inform you about the established donation deed. For verification purposes, I kindly ask you to check this document and let me know if there are any errors.
Furthermore, as the procedure is ongoing, I have filed a request with the Court and the Ministry of Economy and Finance. This morning, I contacted the registry of the Court of First Instance of Abidjan regarding the donation deed, which is the legal basis for this transfer, and once presented to the bank holding the funds, they will initiate the banking records in your nominated account.
As a processing fee for your file, you need to pay the amount of Eight Hundred Sixteen (816) euros to allow us to act accordingly.
The deed will be signed by Mr. De BLOCHAUSEN, and it will also be signed by the President of the Court of Appeal of Abidjan and myself in front of the Chief Clerk of the Court of Appeal of Abidjan.
Once the document is certified, the bank holding the funds will immediately release the funds from this bequest and proceed with the transfer via Swift.
Please note that the fees for this operation are of an extrabanking nature.
For procedural matters, you must send the Eight Hundred Sixteen (816) euros via Western Union money transfer in the name of the Accountant of my office KOUASSI KOMENAN SEYDOU, 10 BP 458 Abidjan 10, and provide me with the transfer information.
If I have chosen Western Union money transfer as the method of payment, it is because it is simpler, less expensive, and faster, unlike bank transfer or check, which present two types of disadvantages in this case:
- A fiscal disadvantage: under the provisions of the law governing the profession of Notary in Côte d'Ivoire, any account of a Notary that receives an international funds transfer is subject to a systematic taxation of 3.2% of the transferred amount and it may take a minimum of two weeks for the amount to arrive in my account.
- A procedural disadvantage: as this matter must be handled with utmost speed, any bank transfer could delay the execution of the transaction within the mentioned timeframe.
Upon receipt of the total of these fees, I commit to carrying out this operation within hours.
I await the fee of Eight Hundred Sixteen (816) euros necessary for this operation upon receipt of this message to enable me to initiate the procedure.
