I probably have the same problem as you after installing an OLE driver (Office for example)
Check in windows\system32, you should have a file like apictl.ocx (or apictlxx.ocx depending on the version of Apisoft).
Open a command prompt and type "regsvr32 c:\windows\system32\apictl.ocx". In response, a popup will indicate the successful installation.
After that, Apisoft worked again.
