How to Vote Multiple Times

Hello, or good evening depending on the time you read this message.
So here is my problem.
I need to vote several times for a forum, but it is only possible to vote once every two hours. If you try to vote again, the following message appears on the page instead of the vote button:

''You (your IP is //) have already voted for this topsite. The time interval between each vote is 120 minutes.''

My question is the following.
Is there any way to circumvent this issue through a method or appropriate software to be able to vote whenever I want?
If so, could you please provide me with these means?

It's not a rule.
It's a problem, because normally I should be able to vote whenever I want.
At least, it works that way with some friends.
Moreover, I don't believe I asked for a judgment but rather for a response that could help me move forward.
