I recently bought the game No One Lives Forever 2 on eBay, and today, surprise! The game is in English, it's the UK version.
I would like to know if it is possible to change it to French, and if so, how.

Yes, simply by applying the latest French patch.
If you encounter any problems when installing the patch and map pack or when launching the game, just go to the registry, in the registry key for the developer of No One Lives Forever 2, not Sierra (which is the publisher) but Monolith if I remember correctly, locate the registry data that corresponds to "location" (localisation in French) (I don't recall the exact name of the registry data) and then edit it by changing "FR" to "EN". This does not change the language of the game in any way (that’s what the patch does) but simply makes the game believe that the locale is EN (English). There you go, and sorry for this late response.

PS: NetRegionCode corresponds to the localization and not to the language. However, it is necessary to perform the above operations to work around the issues.
There you go, your game is now in French after these 2 small manipulations. You have the latest patch and the latest map pack. However, only the texts are in French. You can always work around the problem for internet multiplayer. I invite you to visit www.unityhq.net. You will find the solution on how to bypass the Sierra master server without going through it! ;)
For your information, there are 3 doomsday servers still running, as well as a few co-op servers and one deathmatch server. (in doomsday and deathmatch, these are dedicated servers, they run 24/7)

1. Uninstall No One Lives Forever 2 (if it's installed) (not sure you need to)
2. Disable UAC (User Account Control) and reboot. Yes, you NEED to!
3. Go to your MS-DOS command prompt (located in accessories of the start menu) and type in these four lines. You will need to press enter after each line.
a.)takeown /f C:\Windows\System32\l3codeca.acm
b.)takeown /f C:\Windows\System32\l3codecp.acm
c.)cacls C:\Windows\System32\l3codecp.acm /G Lespion:F
d.)cacls C:\Windows\System32\l3codeca.acm /G Lespion:F
e.)exit
*Lespion is my account user name. Put yours instead. Do not forget to put capitals (if it applies)
4. Remove l3codeca.acm and l3codecp.acm which are both located in C:\Windows\System32. Unless you are running Vista Home Basic, you will need to go in safe mode to do this. Do NOT NOT NOT delete .mui files since I have no backup for them.
5. Go in your registry (regedit), then go in: HKEY_LOCAL_MACHINE/SOFTWARE/Microsoft/Windows NT/CurrentVersion/Drivers32 and remove: msacm.l3acm. *Make sure not to spit coffee on your computer at this point and to order a pizza VIA the phone.
6. Go in safe mode and run WMFADist.exe. Follow the screen instructions. It will show a "normal" error message, but don't bother.
7. Now, put ONLY the backup file (in the backup folder) named l3codecp.acm in your system32 directory.
8. Now, run the reg file named backupsystem32nt.reg
9. Install No One Lives Forever 2. (if it's not installed)
10. Launch No One Lives Forever 2 and enjoy the pretty sound effects.

Q. Why weren't the sound effects working in the first place?
R. Because Vista doesn't have the same version of l3codecp.acm and l3codeca.acm. They are not compatible with Vista SP0.
What we do is put the XP ones on Vista.
Q. Will other software not be able to run because the files are in the XP version?
R. I don't think so. I never had problems with software after this. I could play a lot of video games, do Microsoft Word, and do some video editing.
