I unlocked myself and got the key to the first floor. You need to beat Bowser for that, so you have to go through the door in the top left with the star on it and complete the first level. Once that's done, a sort of well will appear; you go inside and you defeat Bowser.

To get Luigi, you have to go to King Boo's mansion. You go upstairs and enter the door all the way to the right, and you take the secret block (with Mario). So you go up and enter the next door, then jump into Luigi's portrait. You try all the doors. Once you've found it, you move forward and go into the left door. Enter the door, move forward, go into the right door, take the door afterwards, and then go into the left door. Move forward, take all the elevators, and go into the hole afterwards. You stick against the mirror and press Y, then you hit King Boo by doing double jumps on him, and after that, you get Luigi's key.
