I found this
"If you search for "E03 safeguard mode" on the Internet, you will find countless links about a well-known problem with JVC mini-DV digital camcorders: after a time ranging from 3 months to 2 years, the camcorder becomes almost unusable when recording video, with each attempt resulting in a message like "E03 Eject and Reinsert Tape," followed by "Unit in Safeguard Mode." On some models, it is an E04 or E01 error, always with the same "safeguard mode" message. In any case, it is impossible to continue recording. I have not seen a solution on the Internet. It seems that the problem is incurable. In fact, some American consumers have banded together to form a "class action lawsuit." Products to avoid.

Good evening,
here you have a bunch of answers
https://www.google.be/search?hl=fr&q=E01+unit+in+safeguard+mode+&btnG=Rechercher&meta=lr%3Dlang_fr&gws_rd=ssl
here https://be.jvc.com/homepage/#q4
if you still have the warranty, send it back to the manufacturer, when I had a problem with my JVC, it was done quite quickly (about 1 week)

I can help you. I think advice can't. Because you need to disassemble the device and then remove the mechanism to fix it. It's probably the gears that follow the motor of the mechanism.
Merci.
