So, to create an email address, the easiest way is still to go through an email service. There are many of them:

Gmail; Hotmail; La Poste; your ISP's one... This way, you can customize your email address before the '@', but after 'gmail.com' or 'msn.fr' or 'yahoo.fr' ... then it's not you who gets to choose it unless you set up an SMTP, POP3 email server... but I don't think that's what you want to do.
