The paper is in the flowerbeds in front of the museum. It will say on it to find another paper in the cemetery. If you haven't completed the mission with mama sarbacane (surveiling the cemetery) yet, you can go to the right part of the cemetery and find the paper that is on one of the tombstones. If you have unlocked the "mama sarbacane" mission, you must complete it before you can find the paper because part of the cemetery is under construction, and that's exactly where the paper is.
