    The location of the peripherals is always at 0. Is this normal?

    Is it a virus? Yet Norton found nothing, and neither did Avast.

    Yet Norton found nothing, nor did Avast. Having two antivirus programs at the same time creates a conflict!!
    You should only have one! What can happen, on rare occasions, is that your USB ports may have unfortunately burned out; in that case, buy a PCI controller card and juggle with the hubs (unless you change the motherboard!). Otherwise, what is likely is that you added hardware to your PC and your power supply is not sufficient!

    my DVD-ROM drive is also no longer usable, not just the USB ports.

    Hello !!
    Try to do it like this, it's a solution I found in a document
    1 - properly shut down the PC,
    2 - unplug the power cord from the PC,
    3 - press and hold the power button on the PC for at least 30 seconds,
    4 - plug the PC back in and restart.

    This is an Acer PC (Acer Power F6 to be precise).

    I have "Empowering Technology" installed on my PC (from the start)

    I don't think it's necessary for me to download it.

    I have locked and unlocked all devices from the Acer Elock management.

    But I still can't access the files on my devices (CD, USB stick, memory card, etc.).

    I still receive messages depending on the device:
    "The administrator has denied access to USB mass storage / 1394 mass devices."
    "The administrator has denied access to CD / DVD Rom drives."
    ...
