The persistent Windows error message that claims a file is "in use" when attempting to delete or rename it has finally been reviewed by a Microsoft technical lead. They explain that this bug mainly occurs for three reasons. The first cause is antivirus intervention. The second is related to network environments where another connected device might hold an active open file. Finally, it can be due to DLL libraries.     My solution: I restart the computer and then delete the troublesome file!
